LEGISLATIVE COUNCIL SECRETARIAT
(Three-year agreement posts)
(A)    Senior Librarian
(B)    Librarians

The Legislative Council Secretariat is looking for high calibre individuals to work as a Senior Librarian and Librarian to develop a constitutional library in the Research and Library Services Division.

Duties:

Post (A): Duties of the Senior Librarian include: (a) assisting in developing library services and managing staff matters; (b) overseeing the operation of the Library; (c) developing library databases and monitoring the content development of the Library's thematic website; (d) compiling indexes on constitutional and parliamentary issues; (e) supervising the production of the various works on constitutional and parliamentary issues; (f) maintaining a balanced development and an effective management of the Library collection; and (g) organizing seminars, exhibitions and workshops for Legislative Council Members and Legislative Council Secretariat staff.

Post (B): Duties of the Librarian include: (a) providing information and reference services; (b) selecting and acquiring printed and electronic resources for the Library; (c) cataloguing and classifying Library materials; (d) overseeing the administration of the automated library system; (e) developing contents of the Library's thematic website; (f) compiling information packs and setting up databases on constitutional and parliamentary issues; and (g) overseeing the digitization of Library materials.

Requirements:

Post (A): Candidates for the post of Senior Librarian should (a) be a qualified Librarian, with a recognized university degree or a postgraduate degree in Library Science; (b) have at least nine years' experience in library management, preferably three years of which were in a leading or supervisory capacity; (c) have a sound knowledge of emerging trends in applying digital technologies to library operations and functions; and specialized reference sources, library organization and operations, as well as principles of library materials selection, classification and cataloguing; (d) have excellent command of written and spoken Chinese and English; and (e) have very good communication, interpersonal and supervisory skills.

Post (B): Candidates for the post of Librarian should (a) have a recognized university degree or a postgraduate degree in Library Science; (b) have at least six years' experience in library service, preferably in the provision of reference services and/or system administration of the INNOPAC system, other integrated library systems, as well as Internet and web applications; (c) have very good command of written and spoken Chinese and English; (d) possess good knowledge of LC Classification, and preferably knowledge of LCSH, AACRII and USMARC, or equivalent; and (e) possess very good analytical, communication and supervisory skills.


Remuneration:

Post (A): A newly appointed Senior Librarian will be offered a starting salary at $49,480 per month (increasing by 10 annual increments to $74,675), plus a monthly cash allowance applicable to the post of Senior Librarian on the date of appointment currently at a rate of $4,530 per month.
 
Post (B): A newly appointed Librarian will be offered a starting salary at $38,685 per month (increasing by 5 annual increments to $48,670), plus a monthly cash allowance applicable to the post of Librarian on the date of appointment currently at a rate of $1,095 per month.
 
The appointee will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity.  The gratuity, when added together with the employer's contribution to a Mandatory Provident Fund scheme, equals to 15% of the total monthly salary drawn during the agreement period.  Fringe benefits include paid leave as well as medical and dental benefits.

To perform library duties, including services in circulation, acquisition, cataloguing and serials on a regular shift basis including evenings and weekends. To carry out stack maintenance routines and project as assigned.

Requirements:

(a)    (i) 5 passes including English Language (Syllabus B), Chinese Language and Mathematics in the Hong Kong Certificate of Education Examination, or equivalent; (ii) a recognized Certificate/Diploma, or a Foundation Diploma/Foundation Certificate, in relevant disciplines, or Project Yijin;
(b)    Proficiency in the use of computer application software, including MS word, Excel, PowerPoint and Chinese word processing;
(c)    Experience in Library is preferred;
(d)    Good inter-personal and communication skills; and
(e)    Good work initiative and customer-oriented and ability to handle physical work.

Key Responsibilities:

  • Respond to requests for information from staff in Hong Kong and other Macquarie Capital offices as part of a global team
  • Deliver requests accurately and in a timely manner

  • Provide training and advice to staff on strategies for searching databases
  • Meet with vendors and evaluate local sources of information


Required Qualifications and Skills:

School of Transnational Law

POSITION:  DEPUTY DIRECTOR

Available:  July 1, 2010

The Law School and Law Library:  The Peking University School of Transnational Law (Shenzhen, China) is a branch of Peking University (also known as "Beijing University," or "Beida"), China's oldest and most distinguished university.  Established in 2007, the School of Transnational Law is China's first American-style law school to offer a graduate program whose courses are taught in English using the Socratic method.  The four-year curriculum leads both to a J.D. degree and a Chinese-law Juris Master degree.  The School began teaching courses in 2008 and will graduate its first class of students in 2012.

113 students are enrolled in the first two classes with another 70 beginning in September, 2010.  The faculty consists of a mix of distinguished permanent and visiting faculty.  The law school plans to seek accreditation from the American Bar Association and a new law school building will be dedicated in 2012.

The law library, which is in its founding stage, will provide a range of excellent research and reference services to support students and faculty.  Its collection will be a mix of print and digital resources with a focus on Chinese, American, common law, and comparative and international legal materials.

The Law School and Library are located in Shenzhen, China on a beautiful campus shared by Peking University, Tsinghua University, and the Harbin Institute of Technology. The law library has developed a collaborative working relationship with the University Town Library , located a five minute walk from the law school, and a portion of the law library's print collection is located at the University Town Library.   Shenzhen is in a subtropical zone and has warm summers and temperate winters.  The campus is one-hour from Hong Kong.

Responsibilities:  The Deputy Director reports to the Associate Dean for Information Services and will assist the Associate Dean in

  • Developing the library's collection, with an emphasis on Chinese legal materials;
  • Developing and delivering research and instructional support to law school faculty and students and members of the University Town campus;
  • Serving as a liaison to the University Town Library;
  • Preparing legal research guides;
  • Teaching legal research.

The Deputy Director is responsible for day to day library operations when the Associate Dean is unavailable.

Qualifications:  Because of the unique nature of the School of Transnational Law the qualifications for the position are flexible.

Required qualifications:  

  • A law degree and a library degree or equivalent; appropriate experience may be substituted for one or both degrees;
  • Fluent in Mandarin and English;
  • Demonstrated proficiency using Chinese and international legal information resources;
  • Demonstrated proficiency providing effective legal research support.

Preferred qualifications:

  • Experience providing research support to faculty and students in an academic law library;
  • Familiarity with common law information sources;
  • Experience teaching legal research;
  • Experience in library management.
