Heleni Linton Bursary 2012
Introduction Heleni Linton was an outstanding librarian who worked in Hong Kong for Ernst and Young, an international accountancy firm. She was tragically killed in a plane crash in May 1991. The Heleni Linton Memorial Account was established later that same year from funds donated by Ernst and Young, colleagues and friends. Since then, interest accrued to the account has been used by the HKLA to award an annual bursary bearing her name. The Bursary is intended to assist students in the continuation of their studies, and may be used for a variety of purposes such as: supporting research costs, undertaking projects or surveys, conference attendance or presentations, short sabbaticals, or contribution to course fees. Eligibility Applications are now invited by the HKLA for the Heleni Linton Bursary for 2012. The Heleni Linton Bursary is a one-time award of HKD5,000 and is specifically for full and part-time librarianship and information management students in Hong Kong. You are eligible to apply if you are a resident of Hong Kong or Mainland China, are currently a member of the Hong Kong Library Association, and are pursuing a course of formal study to achieve professional qualifications in librarianship or a related discipline in information science or information management in Hong Kong. Assessment Applicants are asked to submit proposals which indicate how they intend to use the Bursary, and how this will benefit them in their studies. Applications will be reviewed by a panel of HKLA Council members and a representative from Ernst and Young, and will take into account: - The likely impact of the Bursary on the studies and career of the applicant. - The relevance and potential contribution of the proposed activity to the development of library and information science in the region. - The originality of idea and the quality of the proposal. IntroductionHKLA Swets Scholarship was established in 2008. This is an annual scholarship of HKD10,000, to be awarded by the Hong Kong Library Association, using funds donated by Swets to support student research projects in Hong Kong. The Scholarship will be awarded to student undertaking a course in librarianship or information management or related field in Hong Kong. The award will be to support an outstanding proposal (or work in progress) for a research project relating to library and information services. The scholarship is a cash award which can be used to support research costs, or other costs as deemed appropriate by the ecipient and the HKLA. EligibilityYou are eligible to apply if you are a resident of the Hong Kong SAR, are currently a personal (i.e. full, associate or student) member of the Hong Kong Library Association, and are pursuing a course of formal study to achieve professional qualifications in librarianship or a related discipline in information science or information management in Hong Kong. There is no restriction on the location of the institution which is awarding the qualification, so that students enrolled in offshore programs in Hong Kong are also eligible to apply. AssessmentApplicants are asked to submit proposals which demonstrate their eligibility for the Scholarship, and how the Scholarship will benefit their research. Applications will be evaluated by a panel consisting of at least two members of the Council of the Hong Kong library Association, together with a representative of Swets. Judging of the proposals will take into account the following: - The quality of the proposal, including rationale, methodology, outcomes and presentation. - The potential applicability and contribution of the proposed research to library and information services in the region. - The originality of the topic or field of the proposed research. - The likely impact of the Scholarship in providing support and assistance to the applicant. Further short-listing and follow-up interviews with applicants will take place as appropriate or necessary, at the discretion of the panel. Hong Kong Library Association Biennial Award
1. Name of the Award 1.1. The Award is named "Hong Kong Library Association Biennial Award 香港圖書館協會雙年獎".
2. Objectives of the Award
2.1. The Hong Kong Library Association is committed to provide comprehensive professional support to its members. This Award is hence set up to address the professional development needs of eligible Full Members of the Association who are practicing at paraprofessional to middle professional levels in the library and information fields.
2.2. Through this Award, the Association will support the professional development of the awardees, such as conference or workshop attendances, overseas professional visits, preparation of a scholarly publication or any professional activities, etc., which are otherwise unlikely to be sponsored by their employers, nor by the other scholarships or awards currently offered by the Association.
3. Eligibility
3.1. HKLA members meeting the following requirements are eligible to apply for this Award: a. Current Full Member of the Association; and b. With at least three years of post-qualification experience in related fields; and c. Currently working in any libraries at professional ranks up to the second post-probationary professional level; or d. Currently working in any libraries at any levels of paraprofessional rank.
3.2. Examples of eligible professional and paraprofessional ranks can be found in the following table. Since the definitions of paraprofessional ranks and post-probationary professional ranks vary among individual libraries, the ranks listed in the table serve only as examples and are by no means exhaustive.

3.3. The Council shall have the total discretion to interpret the requirements as stipulated in 3.1 and to determine the eligibility of different ranks in any individual library or related organization. 4. Amount of Award and Frequency
4.1. The amount of the Award will normally be HK$10,000. The Council shall have the total discretion to determine the amount of the Award. The determined amount will be announced for general information when applications are being invited.
4.2. The Award will be offered once every two years.
5. Selection Panel
5.1. The Selection Panel shall be made up of at least three Council Members. The size of the Selection Panel shall not exceed four persons.
5.2. The Panel shall be chaired by the Vice President, or a Council Member appointed by the President. Membership shall include the Education and Training Officer and another Council Member.
5.3. The Panel may co-opt one Full Member if it deems necessary for a fair selection.
6. Selection Criteria
6.1. Applicants will be required to specify the details of their professional development programme in their applications.
6.2. Selection should be made based on the following criteria: a. The demonstrated quality and relevancy of the proposed programme to the library and information profession; b. How the proposed programme could benefit the applicant's career and professional knowledge; c. How the proposed programme could benefit the applicant's institution; d. How the proposed programme could contribute to the library and information profession in the region.
6.3. No selection will be made for that year if the Selection Panel considers that appropriate candidates are not available.
6.4. A Full Member cannot be selected for this Award more than once.
6.5. Full Members already selected for other awards or scholarships administered by the Association cannot be selected for this Award within the same year.
6.6. The decisions made by the Council based on the assessment and recommendations of the Selection Panel shall be final. No appeals will be accepted.
