Hong Kong Library Association Biennial Award 2018

This award was established by the Hong Kong Library Association in 2010. The Association is committed to provide comprehensive professional support to its members. This Award is hence set up to address the professional development needs of eligible Full Members of the Association who are practicing at paraprofessional to middle professional levels in the library and information fields. Through this Award, the Association will support the professional development of the awardees, such as conference or workshop attendances, overseas professional visits, preparation of a scholarly publication or any professional activities, etc., which are otherwise unlikely to be sponsored by their employers, nor by the other scholarships or awards currently offered by the Association. Heleni Linton Bursary 2017

Introduction

Heleni Linton was an outstanding librarian who worked in Hong Kong for Ernst and Young, an international accountancy firm. She was tragically killed in a plane crash in May 1991. The Heleni Linton Memorial Account was established later that same year from funds donated by Ernst and Young, colleagues and friends. Since then, interest accrued to the account has been used by the HKLA to award an annual bursary bearing her name. The Bursary is intended to assist students in the continuation of their studies, and may be used for a variety of purposes such as: supporting research costs, undertaking projects or surveys, conference attendance or presentations, short sabbaticals, or contribution to course fees.

 

Eligibility

Applications are now invited by the HKLA for the Heleni Linton Bursary for 2017. The Heleni Linton Bursary is a one-time award of HKD5,000 and is specifically for full and part-time librarianship and information management students in Hong Kong. You are eligible to apply if you are a resident of Hong Kong or Mainland China, are currently a member of the Hong Kong Library Association, and are pursuing a course of formal study to achieve professional qualifications in librarianship or a related discipline in information science or information management in Hong Kong.

Assessment

Applicants are asked to submit proposals which indicate how they intend to use the Bursary, and how this will benefit them in their studies. Applications will be reviewed by a panel of HKLA Council members and a representative from Ernst and Young, and will take into account:

-
The likely impact of the Bursary on the studies and career of the applicant.
- The relevance and potential contribution of the proposed activity to the development of library and information science in the region.
- The originality of idea and the quality of the proposal.

Please send completed applications by post to Ms Helen Chan, Education and Training Officer, The Hong Kong Library Association, PO Box 10095, GPO, Hong Kong, by 10th October 2017 (Tue.). Additional materials in support of an application can accompany the application form. Each applicant can only apply for one HKLA scholarship or award within the same year.

The beneficiary of the Heleni Linton Bursary for 2017 will receive the award at the Annual General Meeting to be held in early December, 2017. The successful applicant will be required to report to the HKLA on the expenditure of the funds, and to submit a report on activities before the next Annual General Meeting in 2018, to be subsequently published in the HKLA Newsletter and website.

 3Eligibility
 3.1. HKLA members meeting the following requirements are eligible to apply for this Award:
 a. Current Full Member of the Association; and
b. With at least three years of post-qualification experience in related fields; and
c. Currently working in any libraries at professional ranks up to the second post-probationary professional level; or
d.Currently working in any libraries at any levels of paraprofessional rank.
 3.2. Examples of eligible professional and paraprofessional ranks can be found in the following table.  Since the definitions of paraprofessional ranks and post-probationary professional ranks vary among individual libraries, the ranks listed in the table serve only as examples and are by no means exhaustive.

 3.3. The Council shall have the total discretion to interpret the requirements as stipulated in 3.1 and to determine the eligibility of different ranks in any individual library or related organization.
 Amount of Award and Frequency
 4.1. The amount of the Award will normally be HK$10,000.  The Council shall have the total discretion to determine the amount of the Award.  The determined amount will be announced for general information when applications are being invited.
 4.2. The Award will be offered once every two years.

 Selection Panel
 5.1. The Selection Panel shall be made up of at least three Council Members.  The size of the Selection Panel shall not exceed four persons.
 5.2. The Panel shall be chaired by the Vice President, or a Council Member appointed by the President.  Membership shall include the Education and Training Officer and another Council Member.
 5.3. The Panel may co-opt one Full Member if it deems necessary for a fair selection.

Selection Criteria
 6.1. Applicants will be required to specify the details of their professional development programme in their applications.
 6.2. Selection should be made based on the following criteria:
 a. The demonstrated quality and relevancy of the proposed programme to the library and information profession;
b. How the proposed programme could benefit the applicant's career and professional knowledge;
c. How the proposed programme could benefit the applicant's institution;
d. How the proposed programme could contribute to the library and information profession in the region.
 6.3. No selection will be made for that year if the Selection Panel considers that appropriate candidates are not available.
 6.4. A Full Member cannot be selected for this Award more than once.
 6.5. Full Members already selected for other awards or scholarships administered by the Association cannot be selected for this Award within the same year.
 6.6. The decisions made by the Council based on the assessment and recommendations of the Selection Panel shall be final.  No appeals will be accepted.
